I beleive these are early American made. The back of the buckles have a cartouched I C  with initials I S  the number 10 and a unidentifiable cartouched figure. The cartouched  I.C appears to be the mark of American silversmith John Coburn . He was born in 1725 and work in Boston until his death in 1803.  I just picked these up at a show in Richmond, Va. from a local man.  For similar pair please refer to pg.54 item #8 in George Neumann's " Collectors illustrted Encyclopedia of the American Revolution". I'm certainly not an expert on 18th century silver so any input would be much appreciated.
